Signed for $350,000 out of Chinese Taipei when the 2023 international signing period opened that January, Pan opened eyes right away that summer, pitching his way from Single-A Clearwater to High-A Jersey Shore in relief. A broken pinky kept him off the mound in 2024 until late June, but he did make it back to the BlueClaws near the end of July. A planned trip to the Arizona Fall League was canceled because of elbow issues, resulting in November Tommy John surgery, so he’ll miss the 2025 season.
When he’s healthy, Pan has the kind of power arsenal that could land him in a big league bullpen. He threw his fastball up to 99 mph in 2024 and averaged 96.7 mph with his heater, according to Synergy. His mid-80s splitter is a true out pitch, one that kills spin and elicited a ridiculous 63 percent miss rate in 2024. He made some strides in firming up his slider, averaging 84.4 mph with it and the added velocity made it a more effective bat-misser.
Focusing on just those three pitches, Pan did a solid job of finding the zone more in 2024, cutting his walk rate. He may never have pinpoint command, but won’t need it with his stuff in relief. Once he returns in 2026, he should be able to move quickly and has the chance to handle high-leverage situations in the big leagues.

While most of the attention at the start of an international signing period is given to Latin America, there are other places on the planet that produce good talent. When the 2023 period started, there were two Taiwanese pitchers who commanded six-figure bonuses. The Giants signed Chen-Hsun Lee for $647,500 and the Phillies inked Pan for $350,000. He made a very strong first impression by dominating out of the bullpen for full-season Clearwater in his pro debut, earning a late bump up to High-A Jersey Shore.
Pan has a power repertoire that can miss a lot of bats, and he struck out 12.4 per nine innings during his pro debut. He touched triple digits with his fastball last year, throwing with excellent armside run. His best secondary pitch is his 84-85 mph splitter that is a real spin-killer. His slider has improved and he's worked on firming it up. It has the chance to be very good pitch if he can get it up to the mid-80s consistently from the upper 70s and low 80s where it lived in 2023.
While Pan has used a slower curve and a regular changeup at times as well, they are likely to get shelved moving forward to help him simplify things on the mound. He tends to be around the zone, albeit without pinpoint command. He'll be working toward giving starting a try and could get stretched out to three- to four-inning outings to help build him up.

The big acquisition for the Phillies at the start of the 2023 international signing period in January was shortstop Starlyn Caba, who signed for $3 million. But Philadelphia may have found a bargain in getting Pan, a hard-throwing right-hander, who got $350,000 to join the organization out of Taiwan. They sent the 20-year old straight to full-season Clearwater to start his pro career, and he opened a lot of eyes with premium stuff as a reliever.
At 6-foot-3, Pan can be a dominating presence coming out of the bullpen. He leans on his four-seamer, and for good reason. It's averaged around 96 mph and flirted with triple-digits in the Florida State League, missing a lot of bats with good arm-side run. He also gets hitters to whiff at his low-80s slider, and his 84-85 mph splitter gets a ridiculous of ground-ball contact.
Pan can even occasionally mix in a slower curve and a changeup. With that kind of repertoire, there might be a temptation to let him start. He tends to keep the ball around the strike zone, though he's more control than command, and could get to the big leagues in a hurry if he sticks in a relief role.
