The final and cheapest player signed in Houston's 2021 international class, Fleury turned pro for $10,000 out of the Dominican Republic that December. He broke into pro ball by logging a 1.42 ERA with a 60/4 K/BB ratio in 38 innings in the Rookie-level Dominican Summer League in 2022. He continued to dominate in Single-A in his U.S. debut the following year, then skipped a level and held his own in Double-A last year despite a thigh injury that sidelined him for two months.

Fleury's changeup has fueled his success, operating in the low 80s with fade and huge depth while deceiving both lefties and righties. It drops through the bottom of the strike zone and pairs nicely with a 90-92 mph fastball that tops out at 94 and stands out much more with its carry than its velocity. He trusts his low-80s slider more than his upper-70s curveball, though neither is as effective as his cambio or heater.

Fleury makes up for a lack of physicality with athleticism and a fluid, high three-quarters delivery that he repeats well. He adds deception by getting down the mound well and creating a low-release height with quality extension. He doesn't have a high ceiling but can be a No. 4 or 5 starter if he can find a little more velocity or improve his breaking stuff.

The last and least expensive player signed by the Astros in their 2021 international class, Fleury turned pro for $10,000 out of the Dominican Republic that December. He made a spectacular pro debut in 2022, recording a 1.42 ERA with a 60/4 K/BB ratio in 38 innings in the Dominican Summer League. He came to the United States last year and earned All-Star accolades in the Carolina League, where his strikeout rate (12.7 per nine innings) and average-against (.181) would easily have topped the Single-A circuit if he hadn't fallen just short of qualifying.

Fleury's low-80s changeup has significant fade and has keyed his early career success. It helps him make the most of a fastball that stands out more for its induced vertical break and carry coming out of a low release height than it does for its velocity, operating at 90-92 mph and topping out at 94. He throws two breaking balls, with his upper-70s curveball grading better than a tight 78-82 mph slider, though both need work.

Though he lacks physicality, Fleury is athletic and repeats his delivery well. While his walk rate jumped from 0.9 per nine innings in his debut to 4.4 in 2023, he should have at least average control once he's fully developed. Adding some velocity and refining his breaking stuff would help raise his ceiling, but he's on a promising path to becoming a No. 4 or 5 starter.

Fleury's best offering is his low-80s changeup, which features plenty of fade and plays well off his fastball. He doesn't throw especially hard, sitting at 90-92 mph and touching 94, but his heater has outstanding vertical movement and good carry coming out of a low release height. His breaking pitches need significant work because his 75-78 mph curveball gets slurvy and blends with his tight 78-82 mph slider. 

Though young DSL hitters don't exactly have refined plate discipline, Fleury's strike-throwing numbers are nonetheless impressive. He lacks physicality but is athletic and repeats his delivery well. He needs to refine a better breaking ball and is years from the Majors, but he has starter traits.
