Scouting grades: Hit: 50 | Power: 45 | Run: 55 | Arm: 50 | Field: 50 | Overall: 40

The state of Hawaii has produced some very good hitting talent, with a guy like Shane Victorino signing out of high school and Kolten Wong going on to college before turning into a first-round pick. Saltiban is hoping to follow in their footsteps and become the latest prep outfielder from the Aloha State to get taken in the early rounds after Kala’I Rosario (2020), Shane Sasaki (2019) and Micah Bello (2018) all went in the top five rounds of their respective Drafts.

A right-handed hitter, Saltiban has worked with Kaha Wong, Kolten’s father, who has helped him develop into an outfielder with a solid all-around toolset. He has the chance to really hit, with a quick swing and excellent bat speed, which could point to decent power in the future. Challenging himself by competing in MLB’s Draft League ahead of the Draft, Saltiban held his own, putting up some good exit velocities and punishing fastballs, albeit in a small sample.

Saltiban runs and throws well, with a chance to play center field in the future. If he slows down as he matures, that arm would play well from a corner. He would go on to the University of Hawaii if the Draft doesn’t go his way, but he’s done everything he can to increase his exposure, going from the Draft League to the Combine in June.

Nearly all Hawaiian hitting prospects at some point work with Kaha Wong, Kolten and Kean’s father, and Saltiban was no different. The best player from the Aloha State in the 2023 Draft class, Saltiban held his own as one of the youngest players in MLB’s Draft League. He was nabbed in the third round by the Twins, no strangers to Hawaiian prep hitters having taken Kala’i Rosario in the fifth round of the 2020 Draft, making Saltiban the first from the state to go in the top three rounds since Shane Sasaki was a Rays third-rounder in 2019.

While Saltiban isn’t the biggest player at 5-foot-10, he’s strong and compact. There is a lot of confidence in his right-handed bat. He has a quick swing and excellent bat speed that was on display during his brief debut in the Florida Complex League last summer. The Phillies believe there’s going to be power to come as well as he adjusts to professional pitching. 

An outfielder in high school, Saltiban now has the opportunity to show he can play on the dirt. He played shortstop in the FCL, and given that he’d never really played the position at any high level, he showed off good hands and a solid enough arm with his plus speed helping him cover ground. He’ll see most of his time at shortstop and second base, which could be his eventual home if the left side of second proves too much of a challenge, with perhaps him getting enough reps in the outfield to keep those skills sharp.
