Coming out of the Dominican Republic, Cruz saw a $200,000 deal with a club fall through as a potential international signee, and he moved to Florida for two years of high school instead. Knee surgery limited him ahead of his senior year at Miami Christian School, but an interesting showing at the MLB Draft Combine helped solidify the Cubs’ belief in him. Chicago selected the infielder in the third round, signed him away from a Miami commitment with a below-slot $620,000 bonus and, considering Cruz was only 17 on Draft Day, slow-rolled his first full season with a move to the Arizona Complex League. Cruz hit .270/.314/.431 with two homers and a 91 wRC+ over 48 games in the ACL before being traded to the Nationals in a deal for Michael Soroka.
Cruz’s exit velocities were what popped at the MLB Draft Combine, and despite his age and inexperience, he carried them nicely into game play on the pro side, maxing out around 110 mph. Those should only increase as he matures physically and moves into his 20s, so this is already an enticing power foundation. But the right-handed slugger was overly aggressive in his first taste of the Minors, leading to a 5.3 percent walk rate that ranked 135th out of 142 domestic complex-level qualifiers. It’s a safe bet that full-season pitchers will take advantage of that if Cruz’s discipline doesn’t improve.
Cruz’s above-average speed shows up more underway than out of the batter’s box, and he showed promising defensive actions on the infield along with plus arm strength out of the Draft. That said, he is now in an organization that has loaded up on low-level infielders in the last year. Given his toolset, Cruz could be worth trying in the outfield where he’d still have upside.

With a quick right-handed swing and projectable strength in his still-growing 6-foot-2 frame, Cruz already displays plus raw power in batting practice. He generated some of the highest exit velocities during BP at the MLB Draft Combine and could produce 25 or more homers on an annual basis once he's fully developed. There are questions about his hitting ability because he can be overly aggressive and doesn't have much history facing quality pitching, and those concerns remain after his ACL stint.
Cruz isn't especially quick out of the batter's box but flashed plus straight-line speed after turning pro with his knee fully healthy. Out of the Draft, Chicago believed he has the actions and plus arm strength to remain at shortstop, and if he outgrows the position, center field could be Plan B. Even if he needs to move to third base with the Nationals, he has the tools to handle himself there too. By getting Cruz before his 19th birthday, Washington should get to control the long road of his development as an upside play.

Some clubs project him as more of a third baseman, and his plus arm will be an asset wherever he winds up.
