The son of a former Minor League player and current scout, Arias grew up in the game, and it shows.
The athletic teen displays an advanced baseball IQ, plus makeup and leadership qualities that set him apart. He never seems overmatched in any situation, and that’s very appealing for a team that wants to sign him.
On the field, Arias has a chance to have at least three above-average tools -- hit, power and arm -- and shows a strong work ethic that wows scouts. What’s more, his strong and wiry frame remind some evaluators of a young Eloy Jiménez. And like a young Jiménez, evaluators believe Arias moves well enough to be a solid defender in the outfield, and his arm will play at multiple positions. The teen also shows an advanced approach at the plate and has a good feel for the strike zone.
Arias trains with Jaime Ramos in the Dominican Republic. The Giants have shown interest in him. Ramos is a member of MLB’s Trainer Partnership Program.

Arias' father Pablo reached Triple-A as a right-hander in the Tigers system and now scouts for the Diamondbacks. One of the more physical players in the 2023 international crop, Rayner signed with the Giants for $2,697,500, the second-highest international bonus in franchise history behind only Lucius Fox's $6 million in 2015. He raked in his pro debut in the Rookie-level Dominican Summer League, slashing .414/.539/.793 in 16 games before breaking his left wrist making a diving catch.
International scouts compared Arias to a young Eloy Jiménez, while Giants officials say his 6-foot-2 frame and demeanor could make him Marco Luciano's little brother. He's more advanced than most teenagers because he grew up around the game, and his combination of hitting ability, power and control of the strike zone is rare. So are the exit velocities he's already producing with his electric right-handed stroke and present strength, and he still has room to add more muscle.
Arias plays quicker than his average speed thanks to his high baseball IQ, but he could lose a step as he fills out. His instincts enhance his chances of remaining in center field, where he spent his entire debut, though he can't afford to lose any quickness. If he has to move, he'll fit the classic right-field profile with his huge power potential and solid arm strength.

The son of Pablo Arias, who reached Double-A in the Tigers system as a right-hander and now scouts for the D-backs, Rayner was one of the more physical players in the 2023 international class. Some scouts compared him to a young Eloy Jiménez before San Francisco signed him for $2,697,500. That's the second-highest international bonus in franchise history, trailing only the $6 million Lucius Fox received in 2015.
Because he grew up around the game, Arias is more advanced than most players his age. He has a smart approach at the plate and a good understanding of the strike zone. His quick right-handed swing and present strength already produce high exit velocities for a teenager, and he has room to add more muscle and grow into at least solid power.
Arias presently has average speed but likely will slow a bit once he's physically mature. He has the instincts and enough athleticism to get the job done in right field, where he fits the profile with his offensive upside and solid arm. In additional to his tools, the Giants also love his makeup and high baseball IQ.
