Dallas transferred from Panola College in Texas to Tennessee for his sophomore season in 2020 and started in both of his years with the Volunteers, leading him to the Blue Jays in the fourth round of the 2021 Draft. His breakout campaign came in 2023 when he posted a 3.65 ERA with 144 strikeouts in 123 1/3 innings at High-A and Double-A, though he took a step back in Triple-A a year later. He underwent Tommy John surgery in September 2024, missed all of 2025 and returned to Buffalo for ’26 before earning his long-awaited Major League debut in June.

It’s primarily a gloveside arsenal from a high-angle release for the 5-foot-11 right-hander, who isn’t afraid to lean into his strengths rather than trying to fit typical pitching norms. He uses a 91-94 mph cutter like others use their four-seamer, and even then, he throws his breaking stuff roughly half the time. An 81-84 sweeper shows huge movement (averaging 15-16 inches), and that’s the pitch he uses to get righties to chase out of the zone. A curveball around the same velo shows downward snap and works as his primary breaker against lefties. He also worked in a 92-94 mph sinker in Triple-A for something armside but hasn’t flashed it in the Majors just yet.

Dallas relies on a heavy amount of chase to be effective, and since his return from TJ, Triple-A batters have bitten enough to keep his walk rates in check. That said, the Jays have used him out of the bullpen in his early MLB looks, and that’s likely where he has the best chance to stick given his age and injury history.

A fourth-round pick in the 2021 Draft after he grew from a reliever into a starter at Tennessee, Chad “Cheese” Dallas opened his pro career with what you could call a learning experience in ‘22. That year with High-A Vancouver, Dallas posted a 4.60 ERA over 88 innings, with a walk rate of 5.2 BB/9 holding him back. Some improvements to Dallas’ body and repertoire helped him regain some momentum in ‘23, as he posted a 3.65 ERA over 123 1/3 innings between High-A and Double-A, cutting that walk rate along the way.

Dallas’ projection is still more about the overall package than overwhelming stuff, though his slider could be a plus pitch that misses serious bats in the big leagues. He threw the low-80s offering 40 percent of the time during his stint in New Hampshire. He’s added a bit of velocity over the years and is doing a better job of maintaining it now, but Dallas has been sitting near 93 mph and could benefit from a bit more because of the movement profile. He’ll need to spot that fastball with top-end precision to make everything else work. One new wrinkle is the cutter that Dallas has developed, which should help him against left-handed hitters. 

This is the type of pitcher the Blue Jays could benefit from developing in waves, particularly after a few years of thin rotation depth. Dallas may not match the ceilings of some of the names higher on this list, but he’s given himself a good shot with a strong floor and deep mix of pitches. He’ll have every opportunity to position himself well behind that first wave of Ricky Tiedemann, Bowden Francis, Yariel Rodriguez and others in Toronto’s depth picture if he gets off to a strong start. He’ll need to hit his spots, though, because Dallas won’t get away with as many misses on his fastball as some other starters might.

Recruited to Tennessee from the junior college ranks as a reliever, Dallas became a standout starter for the Volunteers and ended up a fourth-round pick of the Blue Jays in 2021 as a result. He spent his entire first full season with High-A Vancouver and took some lumps (4.60 ERA, 51 walks in 88 innings), causing him to return to the Northwest League this spring. Dallas impressed Toronto officials with improvements to his body geared to last a full season, and he sped through his Vancouver comeback, arriving at Double-A New Hampshire in mid-May with stuff that’s held up for much of the summer.

Dallas’ best pitch by far is his mid-80s slider that sweeps well across the plate and shows ample depth with high spin rates. He can plop it into the zone for an early strike or move it to either side to generate whiffs as hitters can’t seem to handle the break. He’s added a little velocity in 2023 and will occasionally touch 95-96 mph but generally sits closer to 93-94 with his fastball. The heater largely plays better with sequencing when it can sneak up on any hitters looking for the breaking stuff. A low-80s curveball can provide a different look too, while his changeup is a distant fourth pitch. 

Standing at 5-foot-11, Dallas has wavering control, an issue that’s been tested against more advanced Double-A bats. He has a deep enough arsenal to start, but if he can’t get the walk rate below 10 percent, the reliever risk will remain. Still, he’s been trending in the right direction in 2023 and has solidified his place as one of Toronto’s most intriguing arms.

Instead, he developed into the Volunteers’ No. 1 starter and helped pitch them to their first College World Series since 2005. The Blue Jays made him a fourth-round selection in ’21 and signed him slightly over slot value at $497,500. 

Nicknamed “Cheese,” Dallas has gotten the velocity on his fastball to tick up since the Draft, and it now sits around 93 mph, touching 95 mph. There could be room for a bit more, too, which would leave Dallas’ arrow pointing up into ’22. The biggest addition for Dallas has been a mid-80s cutter that’s tough on right-handers while his low-80s curveball is a pitch he’s comfortable with in any count, too. 

At 5-foot-11, Dallas is a different look physically than many of the larger-built starters in the Blue Jays’ organization, but he makes it work by pounding the zone and competing. In '22, left-handed hitters will be one challenge to monitor, which is where an improved changeup would really benefit him. There’s bullpen potential here, of course, and that’s something Dallas would be familiar with, but he’ll be rolled out as a starter and could move quickly given his experience against quality NCAA competition.
