Brown continued the pipeline of Canadian talent flowing through the MLB Draft in 2019, going to the Blue Jays in the third round and signing for a bonus of $800,000 to keep him away from a commitment to Texas A&M. Brown’s breakout finally came in ‘22, when he hit .283 with a .383 on-base percentage over 85 games and reached High-A, but the momentum from that year was lost in ‘23 when Brown hit just .218 with a .309 OBP with Vancouver. Still, Brown’s athletic talent is too rare to see him fall off this list.
Brown is an elite runner, period. His speed serves him well in center field, where he can get to almost any ball, but it doesn’t show up in stolen bases as often as you’d think. Brown went just 26-for-37 in stolen base attempts last season, and while his speed really shines when going from first to third or home, he’s still developing as a true base stealer. If that part of his game develops, he’s a sure big leaguer based on speed and defense alone, but Brown is already close to that being the case.
At the plate, Brown’s adjustments have been encouraging but they haven’t always carried over to game action. He doesn’t need to hit for power or bat .300, but if he can keep his on-base percentage in the .350 range or higher, that will let his skill set shine. This is a crucial season for Brown at 22, but his raw tools give him a path to the Majors already. He’ll just need to do enough with the bat to be playable as something more than a speed-and-defense specialist off the bench.

Brown continued the pipeline of Canadian talent flowing through the MLB Draft in 2019, going to the Blue Jays in the third round and signing for a bonus of $800,000 to keep him away from a commitment to Texas A&M. He briefly debuted in the Rookie-level Gulf Coast League that year, appearing in 14 games before his development path shifted back to the complex through the lost 2020 season.
The Blue Jays always viewed Brown as a long-term project with tremendous upside, and the 2021 season was still a learning experience. At Single-A Dunedin, he hit just .212 and stole 22 bases in 51 games as he worked to develop a more consistent plate approach and put more balls in play. In 2022, it clicked for Brown, posting a combined .283 average with a .383 OBP over 84 games split mostly between Single-A and High-A. Brown was also driving the ball more, embracing the natural athleticism in his swing as he began to grow more with the Blue Jays' assistance. Those gains haven't quite held in his return to High-A Vancouver, however.
Brown’s speed is simply elite. On that alone, he has the potential to steal 40-50 bases over a full 140 games. If he can learn the instincts of a true base stealer, that number could be even higher. That speed makes Brown at least a plus defender in center field too, closing gaps in an instant. If Brown improves and reaches base at a decent clip, the door is wide open for his athletic gifts to take over. He's been challenged at High-A though and has to adjust if he's going to make an impact higher up the ladder.

Brown continued the pipeline of Canadian talent in the Draft, going in the third round to the Blue Jays in ’19. Toronto signed him away from a commitment to play college ball at Texas A&M with an $800,000 bonus. Brown made a brief, 14-game debut in the GCL in ’19 and came back in ’21 to play 51 games in Low-A Dunedin, where he hit .212 with a .633 OPS and 22 stolen bases over 51 games.
Brown is an elite athlete. His speed is unmatched in the organization and is one of the best speed tools in Minor League Baseball. This also allows Brown to be one of the top defenders in the organization, covering any ground necessary with a natural, quick jump. Brown’s throwing arm had a unique motion when the Blue Jays drafted him, but he makes it work and has smoothed it out over the past two years. The exit velocity readings on Brown show that he can certainly be more than a slap-and-sprint hitter, so the Blue Jays are excited to see what he’s capable of if he can improve his pitch selection and contact rates.
If Brown can put the ball in play consistently, he becomes one of the highest-upside prospects in this entire organization. That’s no simple task, though, and Brown will be tested by more advanced pitching as he advances. He has done a better job of reaching base at Single-A and High-A in 2022, making it a little easier to see how he’ll squeeze out enough offensive value to help a Major League club someday.

Brown continued the pipeline of Canadian Draft talent in 2019 when the Blue Jays selected the dynamic outfielder in the third round, signing him away from a commitment to Texas A&M with an $800,000 bonus. In his brief, 14-game debut in the Gulf Coast League in ’19, Brown hit .222 with an .800 OPS and six steals.
Projections with Brown need to be viewed through a long-term lens, as he and the Blue Jays will be working to develop the other tools around his elite-level athleticism. As the fastest player in the system and the best defensive outfielder, though, there are already a pair of exceptional abilities in place. Brown ’s quick-twitch ability is evident in his bat speed, but there’s work to be done with his swing and pitch selection. As Brown matures physically, there could be some added pop to come along with it and he’ll have no trouble stretching doubles into triples.
There are still several years of development ahead for Brown, but his physical tools are truly rare and the Blue Jays will be patient as they recognize his significant upside.

For five straight years (2014-18) a high school hitter from Ontario was drafted in the top two rounds, two of whom were first-round picks (brothers Josh and Bo Naylor). That streak came to an end in 2019 when the Blue Jays took Brown, the best Canadian prospect in the 2019 class, in the third round after an amateur career that included a bronze-medal-winning performance as a member of Team Canada at the 2018 COPABE 18-and-under Pan Am Championships in Panama. After passing on his Texas A&M commitment in favor of an above-slot bonus ($800,000), Brown had a short but productive pro debut in the Rookie-level Gulf Coast League.
Most evaluations on Brown are projections for far off in the future, and the Blue Jays know they will have to be patient with his development. While he has solid contact skills and some power potential from the right side of the plate, he will need to add strength in order to impact the ball consistently. Brown’s top-of-the-scale speed is a true weapon -- one which makes him a threat on the bases and enables him to cover a ton of ground as a plus defender in center field.
As a younger player with premium athleticism and a ton of ceiling, Brown may require more development than the typical prep pick. That could take some time, but the long-term payoff could be huge.

In each of the past five Drafts, there has been a high school hitter from Ontario taken in the top two rounds, two of whom were first-rounders, in brothers Josh and Bo Naylor. Brown, the best Canadian prospect in the 2019 class, didn't go quite as high, earning a third-round selection by Toronto after an amateur career that included winning a bronze medal as a member of Team Canada at the COPABE 18-and-under Pan Am Championships in Panama last fall. The Texas A&M commit signed for $800,000, above his slot's value of $678,600.
Most evaluations on Brown are projections for far off in the future, and the Blue Jays know they will have to be patient with his development. He does have solid contact skills from the right side of the plate and should grow into some raw power. He needs to add strength and has trouble impacting the ball at times as a result, though some scouts point out that Brown was most heavily scouted while facing pro competition this spring. He has close to top-of-the-scale speed, which makes him a threat on the basepaths and helps him cover a ton of ground in center field, where he should be a plus defender down the road.
As a younger player with premium athleticism and a ton of ceiling, Brown may require more time to develop than the typical prep pick. But while it may take some time, the long-term payoff could be huge.
